A 5 year old budgie will be really tricky to convert to something besides an all seed diet if that's all he's been eating.
You can try mixing what you WANT him to eat in with what you know he WILL eat. Keep the mix about 50/50, so at least he won't starve.
You can try making "birdy bread" -- get a box of Jiffy Corn Muffin Mix, prepare it according to the package directions BUT throw in a handful of fruit and vegetables, pellets, and the shells from the eggs that the recipe calls for anyway.
My caiques don't like pellets, but when I put them in birdy bread, they'll eat them -- and everything else in the birdy bread.

How are you serving the vegetables?

Try with grated carrot first ( they should be at room temp not straight from the fridge) Grate it up and put in a dish nest to the seed dish ... Vegies served on the floor will only be contaminated -
Remember to remove after 3 hours other wise bacteria will set in causing health problems ...

Be persistent every day offer it sprinkle a little millet over the top of the grated carrot ( or go for a greens method first)
Ina dish of water add some parsley or spinach they will bath in it and eat it ... stick with one type of vegie first and once they enjoy that then add another and so on ....

I have been breeding for 5 years and I can get all new birds old or new to eat vegies this way
