Default Are budgies (parakeets) really noisy? I want to know honestly?

So ive been thinking about getting a budgie, I thought they would make a rather interesting pet. maybe fly on my shoulder or arm once tamed (if thats true), I do not plan to get one clipped I think its wrong. But would one be noisy? this is my first bird pet ive ever had and im 16, so was wondering if his noise would annoy the family or not. also some more facts are much appreciated
READ: what I also really need to know is how big of cage i need for 1 budgie, the store was selling them im tiny cages but i want to know

YES they can be tamed to do amazing things including fetch

I do not plan to get one clipped I think its wrong. If you were to tame a bird

In actual fact it is much safer for the bird to have it's wings clipped BOTH WINGS ALL PRIMARY FLIGHTS (In saying that I do not mean take a baby from the nest blip it up and tame it ... A baby needs to learn to fly - once it has learnt to fly then clip) They grow back and if you have succeeded in taming you may not need to re clip wings again ...

Yes they are beautifully noisy - Hours of sunrise and sun set are at their peak ..

also some more facts are much appreciated

Rectangular cages are best, they have the most usable space for budgies. Budgies prefer being at the very top of their cage.
In a wide cage, your budgie will make use of the entire space as they fly horizontally (from left to right) not straight up and down. Flat top cages provide a good place for your budgie to play when he/she is outside of the cage; play gyms, stands and baths can be placed on top.

Always buy the largest cage you can afford as budgies need a lot of space to play and stretch their wings, especially if they have to be in their cage for most of the day. 18"x18"x18" is a good size for a single budgie.
