Default Is it right for the cat to be up on the dinner table?

and if not how do i stop it jumping up? This is at a mates house where i'm renting a room, i hate the thing up there i thing its wrong, its only a kitten but its annoying plus when it goes outside when it grows up it will be unhygienic for it to walk on the table and kitchen units, so i think its best to make it learn young.
trouble is my housemate the landlord doesn't always give a damn and sometimes strokes it while its up there, i think he knows it annoys me it being there....
its already over three months old i think, it doesn't seem to be learning.
