Is it possible he's been licking his paw and washing his forehead?

Or is there another cat in the household that might be grooming his
head? We have two cats and they're always grooming each other, licking
each other's ears and heads.

If the cat's head is really wet, check your bathroom. Sick cats will
often find the coolest places to lie, and that's often in the
bathroom. He may be lying next to the toilet where there's some
condensation, or in the bathtub where there might be a slow leak in
the faucet or some excess water lying in the drain area. Or he could
be putting his head down next to his water bowl if it's stainless
steel or ceramic and getting wet when the other cat drinks.
