My dog has this squeaky toy, but she always stares at it and cries!! she does...

yea she's making the same noise! or maybe she doesn't like the noise, you know like some dogs don't like it when you whistle at them. i think that might be it... dogs have very sensitive hearing so if they don't like a sound it bothers them.
