Default Toy dogs and waste?

Just curious, at what age can toy dogs hold it in for extended periods of time? Will they always have to go every few hours except when kenneled? My 7 month old puppy always holds it in overnight now, but the other days she peed on her bed (not in the crate), even though I tried to make her go maybe an hour before.
