Could the tail be missing due to fin rot? Google the term 'swim bladder disease treatment for bettas' and you'll see alot of sites with cures and the symptoms of swim bladder disease.

ok, I think his missing tail is either him eating it(Yes, bettas kept in small spaces with bad water and not fed very much will eat there tail) Or fin rot. I would get some meds and treat him for fin rot, and feed him a pea a day. Make sure you take the shell off the pea and break it up into peices he can eat.
Also, these preoblems(Well the tail missing) Could have been prevented with better water quality. He needs at least a gallon tank with frequent water changes to prevent this from hapenning again.
