brown water snake as a pets. how do i get him to eat?

i found a snake the other night at work. i ended up keeping him. i soon found out that it is a baby brown water snake. i have been trying to feed it some feeder fish but he is not eating them. im kinda worried that it is going to die on me. i have been trying to look on the web to see if any one has ever owned a water snake as a pet and how the tank should be setup, but no luck. my question realy is trying to find a way for this baby brown water snake to start eating. so far i have a 10 gal. tank with a nice size bowl for it to swim in with the feeder fish in it, the rest of the tank is filled with pebble rocks on the bottom of the tank and a place for it to hide under. it seems to like the dark. like most other snakes.
