two rats are way better than either. (im my opinion) I got my first 2 rats from a breeder when I was in fourth grade. I've regretted getting some pets, but I am glad that I had them for the 2- 3 years I was able to spend with them. TEAR!
Do research on rats and ask people online, here at Y.A. or someone u know who has had pet rats. Make sure to get two!
Out of those I'd say guinea pig.. when turtles get large they bite and it hurts, neither of them(from my experience) likes being held. Go to your local pet store and hold a guinea piggy. See if they are scared, LOUD, scratch, are timid, or look unhealthy. Rats (if handled from a young age) rarely bite, and if they do its is normally because the fingers smell like the last thing to person ate! They are great Companion and hill form a strong bond with their owners. If you think rats are gross I strongly advise you to do research, but if you can't stand them, i guess that would be a good reason to not have one in your house! I would say if the child is mature enough get her the guinea pig because it would be a little bit more interactive if not go for the turtle. Good luck choosing your new family member!
