My shih tzu puppy is 12 weeks old. When can she get a haircut?

The breeder I got her from told me she was too young to get a haircut, but didnt tell me how old she had to be to get one. Can someone help?

I'm not a breeder but I have never heard of a dog being too young to be groomed. What reason did the breeder give you? Everything I have heard says that you should get them used to it as early as possible.
