house training my shih tzu puppy?

 house training my shih tzu puppy? I have had my puppy for 5 weeks and have been paper training her since the day I had her, if she is in the same room as the paper she will go on it but if in a different room will just go on the carpet, I have also tried putting a pad in each room but she still uses the carpet. Also roughly how many times should she go for a wee a day as she goes between 10 - 15 times and am worried that this is not normal?      |
